Xiphios was the code name of a branch of a research project that developed technology inspired by aquatic animals.
One of the developed technologies was a combat suit based upon swordfish physiology, denoted by the use of a high tech sword and shield. Initial field tests of the suit was promising, so much so that the technicians decided the suit warranted further,more extreme field testings.
As a result, the suit has been loaned out to Longbow to use as they see fit.

As you know the Paragon protectors have been under increasing scrutiny by the various factions in paragon City. As approved in file Zeta-7 black, this department was to create an off shoot of the PP forms using technology reversed engineered from captured pieces of the hero Orion Pax, during one of his temporary “withdraws” from the field, said hero left pieces of his famous Paxian Mk2 armor which were appropriated by our tech division.
