Orphaned at age 9, after a tragic accident claimed her parents, Jessica Alvirez became a ward of the state. She passed from foster home to foster home, never really finding a place to settle. All she had to sustain her were the comics and novels written by her father, an independent and only moderately successful author. Rather than give herself over to hopelessness, these stories and her own idealized memories of her parents fueled her sense of nobility and optimism. Good and evil, right and wrong, were as black and white as ink on a page, much to the discomfort of those around her who often dismissed her as naive and immature.
On her 15th birthday she decided she'd had enough. It was time to make good on the dreams she'd harbored for years. She packed the few possessions that were precious to her and crossed three states with the hope of finding her place in Paragon City.

Peter Donovan was once just an ordinary guy who happened to have a very low-powered mutation to generate bio-electric currents. This was hardly even worth mentioning; simulating a child's "joy buzzer" would leave him wiped out for fifteen minutes afterwards, so Pete just led an everday life... right up until the Council kidnapped him. Arakhn and the Center wanted to see to what extent advanced biofeedback and other human augmentation techniques could be used to boost existing mutations. In Peter's case, the answer was, "Boy, could it ever!" His power levels briefly shot higher than anything the city had seen in years, during which time he defeated several dozen Galaxy and Mekman goons and brought the entire building housing the operation crashing to the ground. Soon Arakhn's boosts wore off, but Pete's powers didn't collapse all the way back down to where they had been. Enter... Generator RS-88!!!
