To clarify, the free trial weekend is for past subscribers that are no longer in game, not a trial for people that have not previously had a paying account, similar to what CoX does to get people back.

That's right. As per the announcement, the first free weekend is for returning players. There is also a way for people to demo the game, regardless of the free weekend.
