Here's what I've recently done with my Fleet Escort, captained by my RA5 Tactical officer:

I changed my two Dual Heavy Plasma Cannons and the Tricobalt device out for three Dual Tetryon Cannons (not heavy) and changed my rear arrays (3 of them) from Plasma to Tetryon. Plasma has a chance to add DoT damage, and Tetryon has a chance to do extra damage to shields. I also changed my one photon torp in the front to quantum. Then I changed my consoles out to support the changes (dropped the ones that helped plasma and tricobalt and added quantum and tetryon consols). I also picked up Resiliant Shields instead of Regenerative Shields. They don't come back as quickly, but they can take more punishment. Finally, I stuck EPS Conduit in one of the Engineer Console slots, which keeps my energy damage consistant.

For the respec, I had to move all of my points from photons to quantum projectiles and from plasma to tetryon energy, but both of those are on the same level as the one I was moving it to so it was a one for one change. I could also ditch all of my points in phasers, so I decided to try out mines on my half built Assault Cruiser and put the points in mines. I say half built because now any drops I find, etc., that I want to use are going to the Cruiser, but it's not quite usable yet.

Basically, the third cannon makes the fight a lot shorter, ripping through shields and hull, whereas the Tricobalt was only useful once shields were down. Tricobalt also takes skill points I didn't have. I still have my 'High Yield Torpedos' for the Quantum launcher, which sends 4 torpedoes at anything that lives through the Rapid Fire cannons. This works for an Escort because I can keep maneuver to keep the target in my forward arc. I could still do some tweaking (getting the uncommon or rare gear in some cases) but it's only minor things now.

I would also like to create an alternate build for a Cruiser with at least one mine layer. Any suggestions? The cannons won't work quite as well as I will loose the Tactical BO abilities that pump up both the cannons and the Torps to unreal DPS.
I have some room to mess with my other BO's though, so skill suggestions would be nice as well.
