Coming back to comment. But leaving for work. So, here's my build.

There are a few things I'll say:
1) You're not really maxed at anything. Which isn't necessarily a bad thing. By not maxing things, you gain the ability to gather lots of solid bonuses. I went the mix/max route to get every last ounce of power out of my abilities.
2) You spent a ton of points on Starship Operations-based skills. Since you're using a Fleet Escort which is tac/eng/sci, you really don't need to spend that many points there. With a Fleet Escort, you get a single Lieutenant Science slot which is good for two abilities. Yet, your investing skill points like you'll have access to at least 6 abilities that don't share bonuses. I would pick the two to three science abilities that you're planning on using and then invest in the related skills and spend the other points eleswhere.
3) Efficiency and Performance skills. Figure out what power configuration you're going to use. In my escort I do 100/50/25/25. So, I didn't put any points into Weapon Efficiency since it does nothing to boost power levels over 75. With my weapon performance at 7 plus the 10 power points as an escort and a single Weapon Power (uncommon) console my weapon power defaults to 124. So my adjusted power levels look like 124/60/50/50.
4) I keep the beam weapons because I switch between ships. I mostly use my escort but when I'm teaming with the lower level people I'll grab my science ship or my cruiser to provide support.
5) I still don't see the point of ground skills. I mostly avoid ground combat but I'm hoping to go on a raid soon and I'll see how necessary those ground skills are. But since the Kits control most of your ground abilities and you could switch at any time, I'm not sure it's worth the investment. Hard to say here.

I'm going to be looking at the ground skills a little more closely. They may not help with a full team of players, but a lot of what I do is with my on BO's.

The only skills that affect BO effectiveness are the Team Leader skills. The ground skills only affect you.

I seem to be able to handle most ground missions without much tweaking... I do have some points put in to the skills that affect my 'Fire on my Mark' and 'Stun Grenades'. Other than that I rely on cover and my weapons.
