How to get Going Rogue

There have been a lot of questions about the City of Heroes® Going Rogue prepurchase program, the Complete Collection and the Item Pack. We’d like to take a moment and try to clarify this for all of you.
There are two different ways to get the City of Heroes Going Rogue expansion: as a separate expansion, or as part of the Complete Collection.
The separate City of Heroes Going Rogue expansion costs $29.99 (€19.99 / £17.99) and requires you to already have City of Heroes. The separate expansion doesn’t include game time, so you must be an active subscriber to play. The separate expansion does not include the Complete Collection Item Pack. The separate expansion will only be available digitally, and will be available for prepurchase starting in March (see below for more information on what you get from prepurchasing this separate expansion).
The City of Heroes Going Rogue: Complete Collection costs $39.99 (€29.99 / £26.99) and includes City of Heroes Going Rogue as well as City of Heroes, City of Villains, 30 days of game time, and the Complete Collection Item Pack. With the game time and previous expansions included, it is ideal for those who are new to City of Heroes franchise (perhaps as a gift!), but also a good value for players not interested in prepurchasing. The Complete Collection will be available both digitally and at retail (in North America) starting in July and cannot be prepurchased (only the separate expansion can be prepurchased).
Starting at launch in July, players who prepurchased or bought just the separate City of Heroes Going Rogue expansion will be able to upgrade to the Complete Collection. The upgrade will include the Complete Collection Item Pack, but it won’t include any game time.
Prepurchase
Only the separate City of Heroes Going Rogue expansion will be available for prepurchase. The Complete Collection will not be available for prepurchase, nor are there any incentives for preordering it at retail.
Prepurchasing the separate City of Heroes Going Rogue expansion will give you early access to the Dual Pistols and Demon Summoning power sets. Dual Pistols will be available immediately once the prepurchase program starts in early March. Demon Summoning will become available starting in April. You will get both power sets early if you prepurchase.
Complete Collection Item Pack
For those who prepurchase the separate City of Heroes Going Rogue expansion, but also want the Complete Collection Item Pack, starting on launch day in July, we will offer an upgrade to the Complete Collection. The upgrade will include the Complete Collection Item Pack but will not include any game time. The pricing for the upgrade hasn’t been set yet.

I'm waiting desperately for more details. Currently there are some issues with CoX that annoy the crap out of me but had promised 'fixes'. I really want to read more about them.

The separation of GoRo/GoRo Complete Pack for pre-order doesn't make since to me - at least not with only a $10 price difference that gives you a full/up-to-date copy of the game thus far, 30 days game time, and the item pack.
Personally, I'll be getting the complete pack for the sheer value of that extra $10 ;)

Whats included in the complete item pack? I already have everything the store offers except the wedding pack. Think theres gonna be some stuff in there thats rare or hard to get?

So far, unless you're a brand new player, I don't see there being any point whatsoever to buying the Complete pack. My reasons are simple: 1) it doesn't give me access to pistols and whips and 2) I can upgrade to the complete pack later, anyway, so who cares? Well, about the only perk I can see is having a game disc, but you can just burn your game folder to a DVD and get the same basic result.
That said, there's been some talk on the forums about the difference between "preorder" and "prepurchase." The former gives you an order for the game which you don't have delivered until the game actually ships. The latter gives you the game RIGHT NOW, allowing you to take part in whatever sections of it are ready at the time, so you're actually playing the game before it's released. Why they won't allow that for the complete item pack, I do not know, but I'm fairly certain you'll get a preorder anyway. Likely without any in-game benefits to it.
Really, though, that solves my biggest problem - availability. I want to thank you guys for offering to grab me a copy, and I would have taken you up on that, too, but now that everything I need will be available online and locality no longer important, I'll be making serious use of the online store. I'm getting the pre-purchase of just the expansion as soon as it becomes available, and I'll just "upgrade" by buying the item pack when it arrives. Best of both worlds, and it's not a question of money for me, not at those prices.

Essentially, I won't be playing much until GoRo comes out (chin deep in STO right now), so more powersets and Beta access is only a minor perk (I'd have to buy more character slots as well
).
It's worth getting the complete pack to basically get 30 days play ($15), the in game items, and the discs.
But that's me. If I was already subscribed for the next 6 months or more, planning to play avidly, etc., it would be worth both the Beta Access and Pre-Pistols.

Also, I have never been in a beta, and I've never, to my knowledge, used the test server either; can someone tell me more about those? I am not sure, but I don't think anything I would do in there (either of the aforementioned) would help me in the 'real' game...though I could be wrong.
And if I AM in the beta, am I required to give a report of anything I find in order to be in there, or is it just a general 'get used to this new aspect of the game' type of thing? And how would I get access to the test server, anyway? Would it be like downloading a whole new game?

Just wondering :)Honestly, not much. The updater is what does all the actual "installing," and any updater of any version will work. The rest is just data files. Of course, if your client is TOO old, the game will attempt to overwrite, rather than update, which will give you a full download, but official installation CDs won't really help with that much. Basically, MMOs are weird, in that the software is basically just necessary, it's server connection that you pay for, and for that reason alone, I don't value having CDs too highly. After all, you can pull an updater off the ftp site and just leave it overnight.
Also, I have never been in a beta, and I've never, to my knowledge, used the test server either; can someone tell me more about those? I am not sure, but I don't think anything I would do in there (either of the aforementioned) would help me in the 'real' game...though I could be wrong.
Anything you do on the Test server stays on the Test server and never affects anything on the Live servers. You can transfer characters from Live to Test, but never from Test to Live, and the things on Test sometimes get wiped or corrupted as part of the testing process. If you're looking to play the game as a game, the Test server is not a very good place to do it.

OK, point for point:
What is expected of you depends on whether you're in Beta and what kind of Beta it is. In closed Beta, testers are expected to actually test new content, usually based on what the developers request be tested and do their best to find out what's wrong with it and what could be improved. Barring this one, though, people in Beta are usually hand-picked via a series of criteria, usually willingness to test things that aren't fun to test, so I never make it in, for obvious reasons
I don't think anyone has ever been penalised for not doing this, but chances of another closed beta may diminish.In open Beta, there really are no restrictions or expectations, but the point of open Betas is for people to pressure-test new content. Since it's open, though, there is no obligation of any sort. During regular times when no specific Beta is running, the Test server serves little function but to put patches on it a couple of weeks ahead of the Live server to make sure they don't crash your computer or break your powers or something. You're not forbidden from doing your own thing, and you're not really expected to do much of anything, but at these times, there really is very little reason to be on Test.
As for how to get on Test... Well, for the sake of completeness, there's the official thread with all the specific details. But to cut a long story short, you need to add a modified shortcut to your updater with the command -test at the end, outside the quote marks if you have any. This will initiate Test's installation, which will then continue with the updater trying to download the entire game. You can stop this and copy over your PIGG folder (or just everything that's in your City of Heroes folder) over to where you installed Test, then delete any file ending on .checksum to force the updater to recalculate what's already downloaded. Basically, just run the modified updater shortcut after that and Test should have a small update to make before it lets you in.
Right now, Dual Pistols are in Open Beta, soon to become available for people who prepurchase. You can wait a couple of weeks and grab the Going Rogue Only prepurchase and just go to Live, or you can try running Test to see the set ahead of time. They did a couple of level bumps in closed Beta already, though they may or may not do any more during open Beta now. I know for a fact that the set is at the very least worth having a look at.

One difference for normal games, dvd's, etc., burned CD's and DvD's aren't usually quite as robust (resistant to scratches, long lasting, compatible, etc.) as pressed (professionally produced) discs.
With an MMO that has constant updates it's not nearly as important. Your 'pressed' disc is going to be outdated within a matter of months anyway.

When in game and you stumble across a bug you can type /bug, which will bring up the bug window that you can fill out and then submit. During a beta, you should be doing this every time you find a bug...of course there are a few exceptions.
The majority of those exceptions would be known issues. On the official site/forums there's usually a list of known issues that exist in the live game, obviously you don't want to send in bug reports for those. Additionally, during a beta there's usually a list of known issues as well, you don't want to bug report these either. While mentioning the official boards, when there is a beta going on there will be various forums set up for it - one of those will be entirely for bug reports only. So if you find a bug, report it in game and then head over to the official forums and report it there as well.

On the note of the official boards, currently there are three forums dedicated specifically to the open Beta of Dual Pistols, and all three are under Development. You want
Open Beta: Dual Pistols - Chatter and Discussion, Open Beta: Dual Pistols - Feedback and Open Beta: Dual Pistols - Bugs. Since the Beta is open now, discussing Dual Pistols everywhere is not a problem, but if you have something specific to address in such a way that the developers will hear it, those forums are the place to voice your opinion.
That, and as Razor mentioned, the /bug command, which can also be found under Meny/Support/Bugs.

I'm a little weirded out by Dual Pistols. Animations should be cool, but wow are these over the top. Do I really need to toss my gun in the air and spin around before I shoot someone in the face?

To the best of my knowledge Shaak it will only include Going Rogue Exclusive Items/Costumes unique to the more Praetorian styled worlds and such. The Going Rogue Complete Collection items will also be available as a separate purchase (presumable at the same cost as the other Item packs you mentioned), but we don't have concrete details on the pricing of that pack, which looks like it could be purchased with or without having bought Going Rogue.
