Wow! Definitely recommend reading the 'Skills: The Numbers' article. This explains a lot and should be understood before ranking up. You can skip the graphs and charts and head straight for the section on Implications if you don't want to wade through the wall of text.
Good read. It will definitely affect how I build/respec my character.
I wish they'd let us know how respecs are going to work, though. As it is in CoH I know I can build one way (damage on my Tank, for instance) for so many levels, and then use a respec to rebuild him (turn him back into a real Tank after getting Stamina, or whatever). If I knew how that worked, I would max out the skills that made the most difference for me, and then reduce the number of points in my tier 1 skills once I got my respec.
Anyway.....

Newest 'Ask a Dev' feature on the STO main page is about skills:

I found it interesting that there's a cap on your captain's skill points, but not on the Bridge Officers. This means you can have quite a variety of different abilities and by changing BO assignments you can essentially change your on ship build. Also, the BO trading looks interesting.
