Additionally, MMORPG has an article about I17 here. It mentions an April release and adds a bit more...
Issue 17 will also introduce a "new and nefarious foe" that will be able to match players "blow for blow." Given the Issue's title, I'm guessing it will be your doppelganger, but for now Paragon Studios isn't saying anything more than that.

Nice, thanks for the info. I have been waiting for dual pistols for some time now. I already have a character ready. I might just spring for the pre-order. Cheap as I am, that's saying something.

The release date for GoRo is stated way up there as July.
Dark Mirror probably has more to do with Praetoria, especially considering the timing. Additionally, Issue 2, which introduced the Praetorians in the first place as titled 'Through the Looking Glass'.
Ultra mode, from ParagonWiki - Minimum specs will remain roughly the same, and though Praetoria is built with it in mind, all existing zones in Paragon City and Rogue Isles will benefit. Notable effects include more detailed shadows which move accordingly with height and position of the sun and obey ambient occlusion, as well as reflections in mirrored surfaces such as buildings, water, or metallic surfaces, including metal costume pieces.

Yeah, that's excellent news and all, but it includes a lot of boxed-only sets that I can't buy where I live and no-one will ship here, especially American retailers. I'm not worried about the preorder. I'm a patient man. I can just wait for the game to come out on the PlayNC store. I'm seriously worried about the in-game item pack, however. I certainly hope either the full package or just an item-only booster pack will be released at some point.
As for the rest, I'll wait for the thing to hit open beta.

Yeah... I was blinded by some of the shinies and missed the July date.
I guess I'm actually quite surprised that they'd put a March/April pre-order on a July product. It's a bit pre-mature, IMO. Of course, we're not talking about a new game, though, but one that is already established, so risk is minimal.
As for price, I paid $49.99 for STO. Normally something that is $30 to $40 USD is priced at $45 to $50. I didn't realize we got a relative deal on STO. I'll have to see what it retails at, but normally it's worth my money to by it online from NCSoft's store and suck up the exchange myself.

As for pre-orders, you have to remember that the pre-order will also allow you to get into the beta at some point, so it's going to be available sooner than you might anticipate.

As far as this is concerned, I'm not really sure I actually care about what happens to the physical box, so I'm not sure any shipping will be required. To the best of my knowledge, only serial codes count, so actual physical shipping may be unnecessary. I'll have to investigate PayPal as an option for peer-to-peer payments and I'll give you a nudge if I want to go for the preorder box. Those aren't for sale yet, are they?

Some awesome things planned -
Animated Tails
No more tails lying about like dead weight! You will now be able to select tail body parts that will react to your movement and have a swaying or swishing idle animation mode. You will need to go to a tailor to upgrade to the animated version.
Positron Task Force Update: This Task Force has been split into two halves and dramatically upgraded and updated to ramp up the fun. The final battle of the Task Force takes place in the Faultline Dam and incorporates the new Dark Mirror enemy.
In-Game E-mail: You can now use in-game e-mails to send Influence/Infamy to your own characters or to other players' characters via in-game e-mails. (You still cannot send Influence, Infamy, or items from a Hero to a Villain or vice versa.)
The one thing I am kinda sad about is the new content, two 4 mission arcs for each side is a little light considering the lack of substantial additions to the game as of late. I will take it however, just wish it was a bit more is all. The rest of the stuff, awesome.

I have always hated having to get somebody to 'mule' influence/infamy between your characters - the ability to mail between characters will be great.
