Wow.
Very, very cool. Of course now I'm in info gathering mode, haha. I'm definitely curious to see what other dev comments and documentation pop up today.
But definitely sounds kick ass so far.

For any of you that didn't get your Newsletter concerning this, you can check out the Going Rogue Newsletter.
Paragon Studios™ is proud to officially announce the next City of Heroes® expansion, City of Heroes Going Rogue™! This will be the first major expansion for the City of Heroes franchise since the launch of City of Villains® in 2005.
Praetoria, a utopian mirror to our own world, hides a dark secret. Exploring this mysterious alternate earth, the heroes and villains of this world feel an uneasiness of doubt creep over them. Loyalties are questioned. Choices are made. Lines are drawn. As they search for the truth behind Emperor Cole and his Praetorian guard, brutal foes and fierce allies emerge, turning this once blissful paradise into a battle ground.
City of Heroes Going Rogue officially opens the "mirror universe" of Praetoria and an all-new alignment system that explores the shades of gray that lie between Heroes and Villains. For the first time, Hero characters can become Villains and vice versa, enabling Heroes to cross over to the Rogue Isles™ and Villains to experience Paragon City™.

The Press Release for Going Rogue is now up. It provides a bit more info about the expansion.
Oh, and in the video that's Maelstrom - he's a dual pistol hero that has gone rogue and the other is Desdemona, a demon summoning villain that's redeeming herself.

Since I just sent this off to two friends who are behind firewalls at work and can't look at NCsoft's website, here is a cut & paste of the press release:
City of Heroes Goes Rogue with New Expansion Pack
SEATTLE - (BUSINESS WIRE) - NCsoft, the world's premier publisher and developer of massively multiplayer online games (MMOs), and Paragon Studios , the developer of City of Heroes, today announced the development of City of Heroes Going Rogue , the first major expansion for the City of Heroes franchise since the launch of City of Villains in 2005. As the name implies, Going Rogue will blur the line between heroes and villains in the first and longest-running super-powered comic book MMO game.
In the Going Rogue expansion, hero and villain characters will become immersed in the new parallel universe known as Praetoria, which is governed by Tyrant , the evil incarnation of the game's main protagonist, Statesman . As gamers search for Tyrant and the rest of his Praetorian guard, implacable foes and fierce resistance will arise to face them from all sides, causing heroes and villains alike to question their loyalties.
City of Heroes Going Rogue will introduce a new alignment system that helps players explore the shades of gray that lie between good and evil. For the first time, hero characters can become villains and vice versa, enabling hero archetypes to cross over to the Rogue Isles and villain archetypes to experience Paragon City . Clearly marked missions, in addition to behaviors and decisions made by the player, will move a hero's or villain's moral compass, which could eventually change the hero's or villain's alignment. Going Rogue will also introduce two primary new fictional characters representative of this alignment shift in the game's lore: Maelstrom, a pistol-wielding hero gone rogue, and Desdemona, a demon-summoning villain who has been redeemed.
"City of Heroes has brought a fresh new perspective to the MMO stage with its foray into the super-powered hero comic book genre, and we are excited to present gamers with even more innovative content in Going Rogue," said Brian Clayton, general manager and executive producer at Paragon Studios. "For years, players could choose between playing as a hero or a villain. Now we will present a third, malleable path where players can be affected by the results of their actions, enabling them to further develop, unveil new perspectives, and overcome new challenges."
NCsoft will share more details on Going Rogue in the coming months. The game is currently in development by NCsoft's Paragon Studios, the City of Heroes development team that most recently launched the ground-breaking Mission Architect system. The launch of Mission Architect sets a significant milestone for City of Heroes as the first MMO to allow players to create user-generated content. City of Heroes has and continues to set new standards among its MMO peers and player community with its engaging and approachable comic book-inspired universe theme and consistent delivery of concepts that break the standard MMO mold.

"Not much new"? There's even less there than we've already seen.

My only problem with the idea of Going Rogue is that I don't really want any red characters.

I would expect a launch right around the CoV Anniversary (Halloween), or the Winter Event, similar to Issue 13 in 2008

So, Paragon City is the 'blue' side, and the Isles is the 'red side.
That makes Praetoria the purple side?

Vanu Sovereignty for life!
On a side-note, while I'm excited by the prospects of the EQ2esque "betrayal quest", I'm wondering if this is going to drive a nail in the conffin of VGs. The content is better for villains is better written, but finding a team is a major chore.

MMORPG Interview with Posi over CoH:GR
Nothing groundbreaking or truly insightful to be found. Just a comment that it's still in the early stages of development and there will be lots and lots of new missions.
I imagine that this expansion will coincide with Issue 18 or maybe I17. It was mentioned during the anniversary that the devs were in the early stages of working on I18, and if the expansion is in the early development stages...

This is really interesting. It had better be a pretty large expansion, in terms of new zones and content. I am interested in bringing a villain or two over to the hero side (like my new Widow) but I don't know that I'd pay $40 to $70 just for that.
I also hope we see I15, 16, and 17 regardless of when Rogue comes out.
And for all of you who decide to go Rouge, don't apply too much. You'll end up looking like clowns.... unless of course that's what you're going for....

I figure this expansion will be released probably like CoV was (since it was a stand-alone expansion at that time), in the $50 US Dollar Range. If we're lucky, they'll make it a $20-$30 expansion pack (since it will require a full CoX Box set to play) since it isn't being billed as a separate game like CoV was. We do know we're going to continue to get more free content, and that's a great thing. I figure we'll get something akin to how they released CoV...which gave cool features for those who bought it, and then some of those general features were included in the next free expansion, Along Came a Spider (I5 or I6).

Because we've only had one paid expansion before, and even then it's effects were limited for heroes...it's hard to think about how it will all work out. I'm definitely curious to see what all the expansion includes and how those that don't get it will be affected.
Waiting for more info sucks ass.

It's a pretty strong hint in the press release for the two new powersets. With that, the new content, and the "moral compass" system, I'd pony up thirty bucks.
What I think is a shame is that CoX has been added to so much without fixing many of its limitations and underlying problems. Even with the metric tons of content in the MA now, it's the same game mechanics, encounters, and maps over and over and over and over...
I can't get through any more than 3 missions in succession now before the yawns start coming. They've done a superb job keeping the game relevant, but a pretty bad one in maintaining its re-playability.
I was jazzed about the MA, finally got the time to spend some real time with it about 10 days ago, and in a half hour my reaction was, "Okay, so now we can all make repetitive missions with opponents it takes 10 seconds to figure out, the same maps that have been around for 5 years, and the ALL NEW ADDITION OF... a shitload of bad grammar, spelling mistakes, hokey stories, and bugs."
Yes, some players have found ways to make minor innovations here and there, but the majority of the stuff that isn't boring or bad is lost in the shuffle of the garbage that makes up the other 95%.
And I don't mean that to slight anyone -- it's my opinion that there's nothing new you can do with the Mission Architect. It's just a new way to dress up the same tired content and game mechanics.
So yeah, I can't wait to try out a new Dual Pistols toon and I'm sure I'll get some mileage out of playing a villain in hero content and vice versa. But I guarantee you that I'll be back to bored inside of 30 days.
What I'm looking forward to is the announcement that they've begun developing City of Heroes II. To me, CoH is like a car. You can get new tires and rims, a fancy paint job, a spoiler, an aftermarket radio and amp, new speakers, a nav system, and all the cosmetic "upgrades" you want, but unless you tinker around under the hood regularly, it's still the same car and it's gonna blow up on you.
Time for a new engine, CoH.

I agree the game simply needs a new engine to stay relevant.

I'd agree for the most part, Jags. But at the same time, we have been getting new maps with the majority of the issues...but the smaller number of new maps definitely does get overshadowed by the sheer number of existing maps which do tend to be overused. Hopefully the GoRo expansion will alleviate some of this as I'd hope the devs realize that there is a bit of an issue with the map resuse and how stagnant it can feel.
As for the new power sets, I don't think they'll actually be part of the paid expansion. I think they'll be part of the free expansion released shortly before GoRo is released. I would think that if they were part of the expansion, it'd have been mentioned in the press release.
What I was having a hard time with is the fact that the expansions or add ons that we've "had" to pay for are optional. They don't really influence or affect our game play if you don't have them. If you were a hero, you don't really miss out on anything if you didn't pick up CoV. Same could be said if you grabbed CoV first and didn't have CoH. So when you look at the overall picture of GoRo, which features many items that players have wanted for so long and the fact that it's not a stand alone expansion...I'm just wondering how the devs will handle things so that players won't be too pissed off one way or the other.

with Jags. I think that's why so many are thinking about trying out Champions and other upcoming MMO titles like Star Trek and SW:TOR. Something new and invigorating is always good (at least initially), and until we get CoX II, or Universe of Heroes/Villains, or whatever they call it, we're all stuck in a bit of a rut. It's a fun, well loved rut, mind you, but I think most of us would admit it's hard to pull yourself to login at times, knowing it's the same stuff, different day, for the most part
