Apparently the servers are down for internal testing. Several people on the CoH forums have posted the same info. They are releasing a new patch to live today.

There were several bug fixes in the latest patch, so after the servers were updated they had to be tested to make sure everything was running fine. This happened during the I14 release, so ultimately it's nothing special.

Evidently they've done a few patches this way lately, but I haven't been on when they did it. It confused me mostly because it let me log in and go to character selection screen. After character selection it failed and gave me that message. Normally when servers are down it lets you log in and the servers are all grayed out. Strange...it just kinda freaked me out. After the servers came up it automatically logged me in, which was a surprise when I came to check me email later.
