 Zorobabel is an angel who let his 'superiority' over humans get to his head a bit too much and he became arrogant. In order to punish him, God cast him out of Heaven and sent him to earth, weakened so that he would learn humility and a love and understanding for the creatures of Free Choice. It took him a while, but Zorobabel is finally starting to understand. His recent actions to help humans battle evil are slowly unlocking his angelic strenght and regenerative abilities. He's still so far away to becoming whole again though.

"He led a large group of Hebrews back to Jerusalem in 522 BC. Along with Haggai he succeeded in rebuilding a smaller version of the Solomon temple. It was completed in 516 BC."

Thanks Peregrin, I hadn't actually researched Zorobabel's background. I just looked inside a friend's book of bible names to find one that finishes with "el" (meaning "of god") that sounded good enough.
