Officer Robert Johnson decorated Sergeant, 10 year veteran of the PPD, was out on patrol in Perez Park one spring day. When he heard screaming coming from the trees.
Pulling his service weapon Officer Johnson, rushed right into an ambush set by the Hellions, specifically to capture him. The leader of this group was a punk named Burnerz that Off. Johnson had thought he put away for years. Burnerz launched a devastating fire attack on the overpowered officer, almost fatally wounding him. Lucky for the officer a hero was passing by and saw the commotion. Swooped in and defeated the hellions. Throwing them in the Zig.
Officer Johnson body was burned badly; he lost an arm and both legs. This did not stop him from testifying at the trial of Burnerz and his gang members. His testimony was torn apart by the defense, he was accused of attempting vengeance on the “poor misunderstood boy” etc. needless to say Burnerz walked.
Robert Johnson was frustrated beyond belief. Knowing that the judicial system will not work in the present day Paragon City, officer Johnson retired from the force.
Answering a ad about testing a new type of artificial limb replacement from Argon Tech. He became a test subject for a competitor of Crey. The artificial limb was a resounding success. Urging the techs moved on to building a complete suit with combat capabilities to assist the heroes in taking back the streets of the city.
After several successful testing’s of the suit, the company was brutally attacked by unknown villains, they stole most of the blueprints killed the techs involved and destroyed the building that the lab was located in. There was several surviving suits located in a secure location.
Soon Robert Johnson was contacted by the president of Argon Tech with a deal. He would support all suit operations, and gift said suits to Johnson; IF he used the abilities to locate and capture all perpetrators in the attack Robert Johnson readily agreed.
Judicial Excess was born.
